The first article showed it sitting next to some cage ornaments.

Now go to 18:54 in this video footage. Looks to me like it might be those cages up on top of the facade. Don't know whether that's a clue as to the Fair location of the fountain.

Any way to jump to that segment?

That first picture you posted looks like the Mississippi exhibit in the background. I found a pool of water that could be the same one but no sculpture so far.

I just drag the video player's bar over to about that time mark, and as soon as it builds the cache it starts playing there.

In fact, I found it by jumping forward about 10 seconds at a time looking for matches. :)

I took that photo, cropped it to just the building, and ran it through Kodak ROC Pro, and this is what it gave me.

That NOLA article says "It was displayed in the fair's main hall, at the entrance to an exhibit of works by Louisiana artists in what is now the Ernest N. Morial Convention Center."

Yes, that was known as the Great Hall during the Fair. I know where it must have been, but so far I can't find a shot of the front of the boat
