I just found this thread.  It is very interesting and equally distasteful, of course.  But every fair prior to WW2 had native villages, infant incubators etc. and all were generally located in the amusement areas.  I cannot imagine walking down a street today wearing a button stating "See Midget City."

Nor could I.

However, it would probably be rephrased in today's politically correct society as "vertically challenged".

I had quite a few emails with my publisher who didn't want to use that term even though the photo clearly showed that was the actual name and my text pointed out it was objectionable today. I finally prevailed.
