One of my first thoughts on visiting this Pavilion was, "Couldn't they have made the escalator a little wider?" It almost seems that they wanted everyone in single file. Maybe that was the intention.
I would imagine it was a weight issue. Wider = more people = more weight. I think they were pushing escalator technology as it was.
Even now, some rides at the Disney parks use 1-person wide escalators to help the crowd form into a queue.
With the narrow escalator they probably wanted everyone to "look around" without an obstructed view.
Since this apparently exits onto a platform with limited area, limiting the capacity of the escalator would help prevent accidents due to crowding at the top.
