I remember when women and hats were inseparable.  Episodes of sitcoms were based on a wife wanting to buy a hat.  Hollywood actresses would demand a say (via the contracts they signed) in the hats they wore in various scenes during the Golden Age.  All that disappeared by the end of the 1960s other than at presidential inaugurals in the US and royal events in the UK it seems.  In any event, her hat doesn't surprise me.  Just watching TCM (especially films from the 1930s through the 1950s) and women's hats are really rather remarkable.  People made fortunes designing and selling women's hats.

Also note the men in hats, which were on the way out thanks to JFK seldom wearing one other than a top hat for special occasions.

 

Edit: A check with Snopes says that Kennedy was simply following a trend, not leading it.
