That's bullet proof hair.  And it sure looks as if she actually is holding a cigarette.

The whole world used to look like that and nobody seemed to notice.  I was watching the 1954 movie, "The Long, Long Trailer," with Lucy and Desi in the lead roles.  There is a scene when Desi walks onto the porch of a beautiful Victorian home in the early morning smoking a cigarette.  As the milk man steps onto the porch, Desi drops the cigarette to the floor and rubs it out with his shoe and walks away.  

That's pretty much how the world worked back then.

In a recent TCM film discussion, there was an exchange about "cigarette acting."  Actors and actresses were taught how to deliver lines while smoking or holding a cigarette.

Many smokers are still slobs, especially ones who persist in tossing butts out of their cars - a trait made worse by the elimination of ashtrays in most cars these days.

Walt Disney was intensely aware of people's propensity to litter. You're never more than a few steps from a trash can at a Disney park, and the cleaning staff is ever-present.  Even managers walk around with those grabber sticks to pick up litter.

But you have to remember in those days there were no "ashtrays" on the fairgrounds for people to dispose of their "butts".  Tossing them in a trash receptacle was a sure recipe for a fire.  The ground, unfortunately, was the only safe place.

The lady in the middle and the fellow next to her are holding cigars, almost certainly from the cigar dispensers at the Tiparillo Band Pavilion across the street.
