So the poor sap had to deflate all of those unsold balloons?  Not exactly an efficient system nor a particularly appealing fair souvenir for the matter.

What else did he have to do with his time?

Hey, those were great toys. Sand inside to make a rattle as you hit them. Low tech but great fun back then.

I just noticed the cap that the vendor is wearing.  It's gaudy but still a rather cool souvenir.
