It looks like a hot dog griller with rollers, to me.

What's stranger is, Coke in the middle, Pepsi on the right.

It also makes me wonder if the Gold Coca-Cola cups, which we always assumed came from the Coca Cola Pavilion, actually were used throughout the Fairgrounds.  Would have to zoom in on the cup on the table and see if it matches the markings on the well-known World's Fair Coca-Cola cups.

It looks like it has a big plexiglass "bubble top", like they put over hot dog rollers to keep the bugs from feasting.

could it be a snow cone machine. There are ice syrups on the shelve behind.

I don't think so, because later they moved the ices concession to the other end of the counter, but the big machine didn't come with it.

The three guys at the counter may possibly be looking at the machine.

Upon enlargement, the stacks of cups by the Coke fountain dispenser appear to be gold and white, as does the cup on the table in the foreground.  The people under the umbrella appear to have Pepsi cups.
