Hi,

Welcome. What is it you want to know? It appears to have been possibly cleaned long ago with an abrasive and to be suffering from long term PVC damage - terminal. Sorry.

I see I did not answer your question! It is not rare as far as I know - these are common. Several types and sub-variants, both years. A long soak in acetone (real acetone not nail polish remover) should remove the green but you will be left with the pitted surfaces underneath. There is no way to fix this. I estimate value at $1 :(
