Tube amps, baby!

I thought to ask how many were needed, and found a site that claimed only three repeaters to cross the continent. Now I wonder what the locations were. Do you preamp at the source to get the signal much larger than usual, so it is above the noise at the first distant repeater, or do you let the signal decay to a low but usable level before inserting the first amp stage? This is a topic that is subject to careful engineering for sound mixing boards to keep the signal level centered between noise and distortion at successive stages.
